Deputy General Director | Construction Project Director [07/2015 – Present] - Highlight Projects: All projects in Phu Quoc, North, Central & South Vietnam; including Park Hills, Center Hills, Garden Hills, Riverside, Rach Tram Phu Quoc (Design, Bidding, Construction). - General Scope of Work (SOW): Managing Design Dept., Technical Dept., MEP Dept., QS Dept, Bidding Dept. and Project Management Units (PMUs) throughout Vietnam. - General Management: Set-up Strategic Direction for teams ●Train people how to use contract in management ● Develop FIDIC contract ●Coach Project Directors, Project Managers & Department Managers in management of teams to ensure BOD’s goals are achieved ●Define, establish & implementing of KPIs to identify outstanding performance and undesirable performance (if any) ●Continuously check financial health of the project to best protect interests of to the company ●Periodic reporting and recommending to Chairman & Board of Directors for timely directives ●Develop Job description & Responsibility Matrix to ensure team members are optimized and no overlapping of work ●Work with other Deputy General Directors to ensure project profit is maximized ●Review, approve, sign-off all payment claims by designer consultants, contractors and suppliers ●Restructure& optimize project teams to achieve company goals ●Establish procedure HR Development ●Develop training programs for Project Directors & Project Managers on managing contract to ensure designers’ SOW & obligations are fulfilled - Manage Technical Department: Including Architecture, Structure, MEP and consultants. Establish design brief, formulate develop project SOW & technical specifications, Concept Design, Basic Design, Techical Design, Construction Documentation, Authorship Supervision, Construction Administration ●Make solution to problems at site ●Establish systems to improve work and efficiency ●Ensure good design coordination between CSA & MEP ●Manage teams in tracking of design schedule, reviewing ●Develop procedures and forms for design. - Manage Bidding Department: Lead Bidding team to formulate bid invitation and bid documents ●Verify financial & technical capability and experience of contractors. ●Monitor throughout the entire bidding process to ensure confidentiality; yet clarity and transparency ●Establish systems to improve work accuracy and efficiency to ensure proposal to award contractors are carefully analyzed ●Monitor & negotiate during tendering/bidding process ●Develop procedures and forms for bidding process. ●Establish, trained staff and put to use the FIDIC contract to ensure maximum protection for investor. - Manage QS Department: Lead and manage the QS teams to ensure budget & pre-bid estimate are correct and closely complied in the subsequent steps of development ●Developing, tracking and controlling project costs against projected budget ●Develop procedures and forms for QS work. - Manage Project Management Units (PMUs): Guiding the development of overall construction schedule ●Validate Contractors’ detailed schedules to ensure in alignment with overall master schedule ●Analyze critical path & productivity of manpower ●Lead and manage PMUs to ensure work completed on schedule, good quality & within budget including NCRs, RFIs, PMIs, managing approvals of contractor’s submittals, managing of “defect” punch list, hand-over of completed works, project close-out procedures and material, analyzing & validating EOT ●Guide teams to build project teams and organization charts ●Develop procedures and forms for construction management. Guiding team to develop and implement Project Management Manual/Plan. Coaching PMUs to enforce (Health, Safety, Security & Environment (HSSE) daily construction activity ●Coach PMU to review and approve ROCs for any negative impact.
