Job Description

Urban Infrastructure & Sustainability Specialist

ICF | India (Multiple Locations)

About the Role

ICF is a global consulting and technology services provider delivering evidence-based solutions to government and commercial clients across energy, climate, sustainability, infrastructure, and policy domains. ICF's work in energy transition and urban development is grounded in practical, scalable approaches that help clients design, implement, and measure impact across complex systems.

We are seeking an experienced Urban Infrastructure & Sustainability Specialist to join our growing team across multiple states in India. In this role, you will bring deep technical expertise to the planning, design, and delivery of climate-resilient urban infrastructure projects — working at the intersection of mobility, water, energy, solid waste, and environmental systems. You will collaborate with multidisciplinary teams, engage directly with public and private sector clients, and contribute to some of India's most significant urban development and sustainability programs.

This is a high-impact opportunity for a seasoned professional who combines strong technical foundations with the ability to communicate complex ideas clearly, manage stakeholder relationships, and drive projects from concept to implementation.

Responsibilities

  • Assess existing urban infrastructure systems and identify gaps, inefficiencies, and opportunities for improvement
  • Prepare comprehensive sector diagnostics and develop evidence-based investment plans aligned with client priorities and funding frameworks
  • Develop sustainable urban mobility strategies, including support for public transport planning and electric vehicle (EV) transition programs
  • Advise on water supply, wastewater treatment, and stormwater management systems, incorporating climate risk and resilience considerations
  • Develop solid waste management strategies and circular economy frameworks suited to urban contexts
  • Identify and evaluate renewable energy opportunities and energy efficiency interventions across urban systems
  • Integrate resilience planning and nature-based solutions into infrastructure design and program development
  • Prepare feasibility assessments, technical specifications, and detailed implementation roadmaps
  • Coordinate effectively with multidisciplinary experts including engineers, planners, economists, and environmental specialists
  • Support project prioritisation exercises and contribute to financing and investment discussions with clients and stakeholders
  • Conduct stakeholder consultations and facilitate engagement with government bodies, community representatives, and development partners
  • Review Detailed Project Reports (DPRs) and engineering concept documents, providing quality assurance and technical input
  • Develop high-quality technical reports, presentations, and knowledge products for diverse audiences
  • Champion innovation and the application of international best practices in the Indian urban development context

Requirements

  • Education: Master's degree in Civil Engineering, Urban Planning, Transportation Engineering, Environmental Engineering, Water Resources, Energy, Infrastructure Planning, or a closely related discipline
  • Experience: 8–15 years of progressive experience in the planning and delivery of urban infrastructure and climate-resilient systems
  • Demonstrated technical expertise across at least two or more of the following domains: urban mobility, water and sanitation, solid waste management, energy systems, or climate resilience
  • Proven ability to prepare sector diagnostics, feasibility studies, DPRs, and investment plans to a high professional standard
  • Experience engaging with government clients, development finance institutions, or multilateral agencies is strongly advantageous
  • Strong written and verbal communication skills, with the ability to produce and present complex technical content clearly and persuasively
  • Ability to manage multiple workstreams simultaneously while maintaining attention to detail and meeting project deadlines
  • Collaborative team player with experience working in or leading multidisciplinary project environments
  • Preferred: Chartered Engineer status or relevant sector certifications in engineering, planning, or sustainability

Locations

This role is open across multiple states in India, including:

  • Rajasthan, Madhya Pradesh, Chhattisgarh, Uttarakhand
  • Andhra Pradesh, Telangana, Kerala, Goa, Jharkhand
  • Arunachal Pradesh, Meghalaya, Nagaland, Manipur, Mizoram, Tripura, Sikkim
  • New Delhi (Client Office)
