About the Role
The Office for Attracting Strategic Enterprises (OASES) plays a central role in Hong Kong's strategy to strengthen its position as a leading international business and innovation hub. Sitting within the Financial Secretary's Office, OASES is responsible for identifying, engaging, and facilitating the establishment of high-value strategic enterprises in Hong Kong, reinforcing the city's unique role as a gateway between Mainland China and global markets.
The Deputy Director-General of OASES (DDG/OASES) is a senior leadership appointment at Directorate Pay Scale Point 3. The appointee will work closely alongside the Director-General to drive the Office's mission, with particular responsibility for overseeing enterprise engagement and managing a wide-ranging network of stakeholders across the business, financial, professional, and innovation sectors — with a strong emphasis on organisations and communities based outside Hong Kong.
This is a high-impact role requiring a dynamic leader with deep commercial acumen, an international outlook, and the credibility and communication skills to operate effectively at the most senior levels of government and industry.
Key Responsibilities
- Assist the Director-General in shaping policy and strategy relating to the attraction of strategic enterprises, contributing to high-level planning, priority-setting, and cross-bureau and cross-departmental alignment
- Lead and oversee day-to-day engagement with target strategic enterprises, including taking charge of selected high-priority interactions, supporting negotiations on incentive packages, and ensuring effective follow-through on facilitation commitments
- Work closely with government bureaux, departments, and public bodies to ensure timely delivery on commitments made to enterprises and to resolve cross-agency issues as they arise
- Maintain and develop close ties with a broad range of external stakeholders, including:
- The business sector: major trade and industry associations and business chambers
- The investment and finance community: leading banks, investment funds, Hong Kong Stock Exchange and Clearing Limited, Hong Kong Investment Corporation Limited, the Hong Kong Monetary Authority, and related bodies
- The professional services community: leading Certified Public Accountant firms, management associations, and professional bodies
- Universities and research institutions
- Statutory and quasi-government bodies: including Hong Kong Science and Technology Parks, Cyberport, the Hong Kong–Shenzhen Innovation and Technology Park, Hong Kong Productivity Council, Hong Kong Trade Development Council, and others
- Assist the Director-General in overseeing the overall management of the Office, including policy coordination, public relations, and promotional initiatives
- Work closely with members of the Advisory Committee on Attracting Strategic Enterprises and provide leadership and direction to the Committee's Secretariat
- Provide strategic guidance and coordination to the Mainland and overseas Dedicated Teams for Attracting Businesses and Talents, ensuring alignment with OASES priorities and strengthening collaboration between non-local teams and the local core team
Entry Requirements
Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and must meet the following requirements by the application deadline:
- Experience: A minimum of 10 years of administrative and managerial experience in senior positions, preferably with large public or private organisations. Experience in marketing, business development, trade, or investment promotion is a distinct advantage
- Education: A Bachelor's or postgraduate degree from a university in Hong Kong, or an equivalent qualification from a recognised institution
- Leadership: Strong leadership and management capabilities, with a demonstrated ability to lead teams and drive outcomes in complex, multi-stakeholder environments
- Communication: Excellent communication and public speaking skills, with the confidence and gravitas to represent the Office at senior governmental and commercial levels
- Business knowledge: An international perspective combined with a sound understanding of both the Mainland China and Hong Kong business environments, a thorough appreciation of Hong Kong's unique role in national policy, and strong commercial acumen
- Stakeholder management: A proven track record of working collaboratively and effectively with multiple stakeholders across government, business, and civic sectors
- Language proficiency: A strong command of both written and spoken Chinese (Cantonese and Putonghua) and English
Terms of Appointment
The successful candidate will be appointed on non-civil service agreement terms up to July 2027, renewable at the Government's discretion. This position is not a civil service post; the appointee will not be eligible for posting
