About the Role

ESB Telecoms Ltd. is a wholly owned subsidiary of ESB — Ireland's leading energy utility — and operates as an independent wholesale provider of telecommunications services in the Irish market. The business develops, operates, and maintains a national telecommunications infrastructure comprising an Optical Fibre Transport Layer and Radio Tower network, supported by an extensive network of approved contractors and sub-contractors.

We are now inviting applications for the position of Health and Safety Manager, a pivotal leadership role within the ESB Telecoms organisation. As a key member of the ESB Telecoms leadership group, you will provide strategic direction and practical support to all staff on matters of Safety, Health, and Wellbeing, playing a central role in promoting and embedding our Safe and Sound culture across the business.

The role reports directly to the Infrastructure Manager and operates within a hybrid working arrangement, with a minimum of two days per week at the Swift Square, Santry office, alongside flexibility for travel to ESB offices and sites throughout Ireland.


Key Responsibilities

  • Cultivate and champion a strong, proactive safety culture across the organisation, ensuring that safety is prioritised and valued at every stage of business activity
  • Inspire and motivate customers, contractors, and ESB Telecoms staff to embrace safety as a core organisational value, driving change initiatives that embed a proactive safety mindset at all levels
  • Oversee and lead the safety team, encouraging professional growth, ensuring high performance, and providing clear direction and ongoing support
  • Professionally engage with senior external safety managers, ESB supervisors, and ESB Telecoms customers on all safety-related matters
  • Develop, manage, and continuously improve the safety improvement plan and associated programs, providing regular, structured reporting to the management team
  • Undertake contractor safety audits and manage audit schedules to ensure consistent standards across all third-party activities
  • Create, implement, and maintain workplace health and safety procedures in line with current legislation and best practice
  • Manage internal health and safety training programs and oversee contractor training requirements
  • Lead the risk management process, ensuring robust and effective practices are embedded throughout the business
  • Attend and contribute to safety leadership groups, committees, and programs as required
  • Ensure full compliance with all relevant safety and health legislation and the ISO 45001 Safety Management System
  • Deliver a structured program of risk assessments, documented safe systems of work, training initiatives, and safety approvals
  • Manage the approval of contractor work requests, ensuring clarity, consistency, accuracy, and compliance with established safety processes and procedures
  • Investigate accidents and incidents to determine root causes and implement effective preventative measures
  • Prepare and present comprehensive reports on accidents, violations, and near-misses, identifying causal factors and corrective actions
  • Ensure all statutory obligations and safety responsibilities are met in full
  • Ensure compliance with all environmental legislation and the ISO 14001 Environmental Management System
  • Manage the ESB Telecoms safety budget and third-party access control software
  • Be available for on-call arrangements as operational requirements demand

Experience and Qualifications

Essential

  • Minimum of 7–10 years' experience in a Health and Safety management role, or a closely related position
  • Proven safety leadership experience with a track record of influencing culture and driving measurable improvements
  • A degree or diploma in Health and Safety, or equivalent professional experience
  • A full, clean driving licence
  • Excellent leadership, influencing, stakeholder management, and communication skills
  • Demonstrated capability to design and deliver safety programs effectively and efficiently
  • Strong ability to work on own initiative while also being an active, supportive, and positive team member
  • Proven experience in managing, developing, and performance-managing people
  • Ability to build strong working relationships and foster collaboration across all levels of the organisation

Desirable

  • Familiarity with the Safety, Health and Welfare at Work (Construction) Regulations
  • Technical knowledge of ESB's electrical and/or telecommunications networks
